I change the head on the scooter. because one had had a broken exhaust stud. I'm finding it harder than it looked. theoretically it looks simple sound simple. just seems like I'm missing something. Know that the engine must be top dead center. I know the cam has three holes the big one in the middle and the two smaller ones line up with the side of the head. but how do I know if its off a tooth. Don't understand. As is motor just spins and spins. Doesn't seem to be in right timing.?

Why not get into our library, the are instructions there as well several video's that show exactly how to do it.
First of all it would be wise when asking for help to give us the engine number, lower left engine case right by the kick stand. Model numbers mean nothing

Line up the CAM with the big hole straight up the two little holes even with the head and THEN TAKE a picture of your flywheel so I can see where it is timed. I can tell you if your off a tooth or two.
And if your are off I can tell you how to get it back in time:
