Horn does work with ignition on, engine not running. Obviously hooked up to the switched 12v battery line.
Replaced rec/reg. Put about 150km on the scoot since, no issues with lights. I shall declare the original problem fixed by a new rectifier/regulator.
New rec/reg still pulls the AC voltage from alternator (pink and yellow wires) to about 8V when idling. I have not been able to check what voltage it increases to at higher revs. Light does seem brighter, but that may just be my imagination after riding several days with only the running light.
