I am new to this scooter thing - actually it is my son's. He took it to Idaho in September 2014, but when it got cold, it wouldn't start, so it sat outside, unstarted all winter, then garage stored since April 2015, without ever trying to start it. Now, I am trying to get it started, but neither electric nor kick start will work. I have charged up the battery to the point it will crank (lights and horn work, too), but not turn over. I have also verified there is a spark in the plug. I removed the carburetor and it does have fuel in the base, and it seems that the fuel line is providing fuel. I don't know where to look next, any ideas?

Well sitting that long without running or starting the CARBs PILOT jet and its outlet which are TINY are most likely clogged and not allowing fuel to be sucked out of the carbs bowl. Also drain that fuel and add new fuel to the tank. You need to take the carb off and take the JETS out and clean them then SPRAY into the jet passages and clear out the tiny passage and outlets. Here is where spray should come out. Usually what gets clogged up if fuel is left to long without running is the PILOT JET and its passage and the TINY HOLES by the BUTTERFLY. The Main Jet is pretty big so that is usually not the problem. It is very easy to clean out the carb just take the carb off and take the carbs float bowl off usually about 4 strews. Get a Spray Can of Carb Cleaner they come with a long thin straw to get into small holes and it creates good pressure. 1. Unscrew the Pilot Jet and Main Jet and clean them make sure you can see DAYLIGHT through them. 2. Then Stick the Thin Straw into the holes the JETS came out of and SPRAY. THIS IS USUALLY THE PROBLEM THE PILOT JET AND THE TINY PILOT JET FUEL OUTLETS BY THE BUTTERFLY. Alleyoop

Great! let us know how it acts after the cleaning. The carb probably will need to be re-adjusted but at least the motor will be getting gas. Alleyoop
