Two weeks ago I checked my valves because I was stalling in low rpm's and as I start pulling out from a stop sign it stalls, valves were good .004 intake exhaust .006. Not sure what is going on, could it be a bad fuel pump? could the carb be glogged up, I don't know, but bI ready to scream I noticed that when turn up idle, it doesn't respond right way, but after running scoot rpm's are up

Lets check out the Carbs Fuel Ratio Mixture:

When adjusting the Fuel Ratio Mixture, you want to adjust it AFTER it is nice and warm at least 5 minutes idling so the ENRICHER cuts off the extra fuel otherwise your adjustments are for not.

Now when adjusting it on the center stand you want to get the HIGHEST IDLE adjusting the Fuel Ratio. So from where the screw setting is currently at:

1. Turn it 1/4 Counter Clockwise and wait about 10 seconds or so to allow the motor to adjust to the new setting and LISTEN:
a. IF the idle goes up REPEAT 1... Until the idle DOES NOT go up or nothing happens Then turn the screw CLOCKWISE 1/8 of a turn, GO TO #3.
b. IF the idle goes down or does nothing Turn it CLOCKWISE 1/4 and go to #2.

2. Turn it CLOCKWISE 1/4 turn and wait about 10 seconds or so to allow the motor to adjust to the new setting and LISTEN:
a. IF the idle goes up REPEAT 2... Until the idle DOES NOT go up or nothing happens Then turn the screw COUNTER CLOCKWISE 1/8 of a turn, GO TO #3.

*** IF TURNING THE FUEL RATIO SCREW IN EITHER DIRECTION DOES NOTHING YOUR PILOT JET and OR PASSAGE are CLOGGED and you need to Clear them***

3. Now that the IDLE is up higher you may need to lower the IDLE USEING THE IDLE SPEED SCREW so that your REAR WHEEL is NOT SPINNING.

4. Now give the Throttle a QUICK twist and the RPMS should climb up quickly without hesitation or bogging and come down to where you set your Idle at.

Do you think I should take off carb and clean all jets, (had it off once to adjust float and at that time turn a/f 2 1/2 turns out. could that clutch being engauged in the low rpm's making it stall? its hard for me to adjust while running, don't have the right tool to adjust a/f screw.

If the clutch is engageing at low rpms, yes that will make it stall it is putting a load on the motor. Now your idle should be around 1800-2000 rpms does your scoot have a TACH on it? The Clutch should be engageing over 2000 rpms.
You must have the Carb with the Air Fuel mixture up in front under the front of the carb. Those are a pita to get to, some folks loosen the carb and rotate it a little give it an Adjustment and turn it back and tighten it up and try that setting.
Some make a little tool with a 90 degree and flatten the end like a screwdriver to get at it.

Yes I have tach, while the scoots off I can turn the a/f screw or I can loosen the carb enough to take out to turn all the way in and back out, I think I have it out 2 turns right now just had carb out and I thought (that was my first mistake) I hsad turned it 2 1/2 turns out, but thinking I only had it out 1 1/4 turn so I turned last night some more turns but didn't turn out all the way to 2 1/2 turns, maybe I need to start all over again and make sure I'm 2 1/2 turns out I feel so stupid I'm going to order my clutch springs soon.

2 1/2 turns is a GOOD STARTING POINT it may be right on or VERY CLOSE but if you follow the adjustments I put up you should be a happy camper as long as the Clutch is NOT engaging to soon which would mean either your Clutch pad Springs are broken or very weak or your Variator is not OPENING all the way at IDLE and opening the Clutch pulley and dropping the belt down.

When I first start scoot, the clutch is not engauged, It seem to idle good, my problem starts when move and run scoot, But if the variator isn't opening at idle, what does that mean?

Then I am confused, Tell us what exactly is the scoot doing. You are now saying the problem starts when it is moved and running?
Ok, so you start it up and everything is fine, then you jump on it and give it throttle and start to move out. WHAT HAPPENS when you give it throttle to move the scoot:
1. Does the RPMS CLIMB but the scoot doesn't move much.
2. Does the RPMS CLIMB and it jerks moving out then settles down.
etc..

sorry alleyoop, I said that wrong. When I start it up the idle is good, after I ride about two mile or more (when I'm moving it runs great) Its when I'm stoped at a stop sign, thats when the problems begin, rough idle, because of that clutch being engauged, and stalling sometimes and when oulling out, it stalls sometimes, the rough idle is there until I shut it off, over night idle runs good until its moved.

could the clutch be all crudded up? one of mine was that way till I took the clutch off and cleaned out the crud...would not totally disengauge some times.

Not to long ago I did have the clutch and variator off clean greased and put back on, I think my main problem is a weak or broke springs in my clutch, the other night as soon as I got home I took off my cvt to see what was going on, scooter not running, my belt was down in my clutch and not on top, that told me that my clutch was still engauged, but over night I believe that the clutch slowly goes back in place, because in the morning I can start it up and it idles good.

Well that is a problem, but it also could be your Variator not retracting and not letting the belt drop DOWN in the Variator and UP on the Clutch pulley. So if the Belt is down in the Clutch pulley like you say I am sure it is NOT your Clutch Springs if anything it would be the CONTRA SPRING is broke or the Sheave is getting stuck OR its your Variator.
But that will be an easy fix once you check it out and find which is the CULPRIT.

Forgot to ask WHERE is the BELT on the VARIATOR when you find the BELT IS DOWN in the CLUTCH PULLEY? Is the Belt DOWN in the VARIATOR which would mean your belt is all loose and hanging being DOWN on both pulleys.

Not sure will have to look at it Friday, when checking variator I'll post a picture so you can see. last night just to make sure on carb, took carb out enough to count 2 1/2 turns out. I know when I had the clutch out and even greased it, it was still hard to sqeeze it in and out.

Oh yes, to squeeze the Outside Clutch pulley you have to be SUPERMAN(HAHA). But once you do it a couple of times you get the trick to it and it isn't to bad. All you want is to open it up a little to push the belt down when your messing with the Variator.
