Follow the instructions always. Every engine has it's own little differences.

What did they tell you to sit them at SINCE you are not using a feeler gauge your going by feel and sound and WHO told you. The EXHAUST is all the way to the left all the way open which would not be tight but to loose which would not OPEN the valve enough to allow proper exhausting. The Intake also looks a little to loose and should come back to center a little more. That is my take on it.
Notice on the video when he loosens the lock down bolt which way the adjusters flop open, that is the widest gap. Alleyoop

I will try first by reposition the valves and then run it bot and what happens.
I need to figure out first why its not starting.

Hi guys,
Any chance moving the valve adjusters can prevent the scooter from starting?
I moved them to your recommended positions and I tried starting the scooter but it won't fire up.
I also tried putting them back to their prev position but still can't start it.
Battery is fully charged, engine make the same noise like something is turning which I guess is the started cranking the engine but it won't start. I checked all the hoses to see if I can feel the sucking on the vacuum line buy running the start and putting my finger on one of the hoses (small one) seems ok too me. I think that fuel is coming from the pump and can smell it. only thing I can think off is either the plug is not generating a spark but don't know how to check this (it a new plug that the shop put in 2 months ago) or something related to that or the re-positioning of the valve adjusters?
Any idea?

remove the spark then connect it to the spark plug boot and ground it to the engine and crank the starter and see if spark plug fires while cranking

There is a spark from the plug so I guess it's not electrical.
Any suggestions?

BUMMER!! Ok lets make sure the motor is getting gas, crank it over to start it, Now IF it does not FIRE at least once attempting to start, then pull the plug out and see if the plug is wet or dry. NOT STARTING and the plug is DRY means no gas is being sucked in. If the plug is WET that means the plug is NOT firing. Alleyoop

Hi, I was able to start it and when the engine got hot I adjusted the values. the attached video show their position and how the engine sounds. The only way I was able to start was with the adjustments you see in the video. On the video it sounds like it is knocking but it sounds worse if I move the adjuster to any other position. does it sound ok??? View My VideoRegards, David

It sounds ok, So you kept cranking it and by cranking it the motor got hot and it finally kicked on. Now after it is hot after idling and you shut it down will it kick right on? IF so it may be a bad ENRICHER that is not working and is not retracting and staying EXTENDED and not feeding extra fuel for starting. The rpms are good the 250s like to idle 1800-2000 rpms so it was idling at a good idle. To check the ENRICHER wait tell it cools off a little about an hour then take it off TWO screw and the "C" clamp and pull it off and look at it: If the valve is extended out and not retracted that may be the problem not wanting to start when cold(NOT ENOUGH FUEL). So if it looks EXTENDED like this replace the ENRICHER: This is RETRACTED and in this position it FEEDS fuel when cold for cold starts:

NO. when I put the adjusters to the "bad" position I was able to start it. I waited until the engine got hot and then tried to adjust the valves. The position in the video shows that it is not very different than what the prev was. I think it is a bit more to the right for the exhaust one. Take a look at the picture: Regards, David

BTW I noticed one thing if I move the adjusters to the right the RPM's go higher it that expected?
