I can comment on the 50cc two strokes in California ,,, very difficult to get California air resources board ( carb) certs,,

Awww..the Tao Tao ATM 50...a drop-shippers wet dream.
Possibly they aren't registered dealers in those states and they caught some flack. The other states just haven't caught up to them yet. In most states scooters are defined as motor vehicles. In the southern states a 50 can be classified as a moped and is not subject to DMV registration.

Some of the restrictions may be based on customer complaints to some state agency. That happens in Wisconsin. Consumer Affairs just doesn't want to deal with the supplier anymore.

I wonder if this is the repercussion if Tesla trying to sell without dealers? I realize the California issue is emissions, but I wonder if the other states are dealer only states?
