Well looks like there is no fuse box on this scoot!! Now The BLACK WIRE on the 2 plug of the CDI if you test it at the CDI with the KEY ON does it register around 12volts? If not have you tested the wire from the BATTERY with the 10amp fuse on it that should go right to the IGNITION SWITCH. If that Fused wire from the battery has 12volts at the ignition then the problem is the IGNITION or the wires from it. Did you try pulling the FUSE out at the ALARM BOX?

Check it and see if it has power if so that may be the power out from it and if not connected then everything would be dead.

Ok with the key on and the black wire at the cdi it measures 10.9v. It's 10.9v at the cdi all the way the black wire runs 10.9 at each splice. I pulled the fuse out of the alarm still nothing. I'm going to have to call it quits for right now. I'll check back in soon and update if I find anything else. I appreciate everything both of you have done. Alleyoop and @cybrog.

Well it appears your battery is low the wire at the CDI should read 12volts. But yes check the black wire coming from the alarm for power that may bae the culprit. Because the alaram controls whether juice is passed on to operate the scoot. Alleyoop

Ok checked the black wire got noting. No power checked each wire going into the Alarm all read 10.8-10.9 excerpt the red one it reads 12.3v. Yeah it's weird only certain areas of the bike read 12v. The battery reads 12.4 right now it needs a little charge. But still has a little. Again thanks for all the help today. Ill have to read more or try and find a decent working diagram.

Just thought about this. The only wires that read 12v are the red ones. All other colors read 10.8 or so. If I remember correctly Alleyoop

Does that make since. With the alarms disconnected at the white connected on the bike side I'm reading voltage on everything but the ground. Alleyoop

So if you check the BROWN WIRE At the tail lights does it have voltage? If so then the problem is a ground wire. Is the Battery Negative Post grounded to the Frame? and Is the Motor Grounded to the fRAME?

The video was nice, here is a few ideas to try to isolate the problem. Please shoot another video focus behind the instrument cluster, take voltage readings with video of the ignition switch wires . Run the video from the battery + to where the reds go, then for the black (take extra care to show the bolt down and multi splice points. I would like to see the kill switch and its wires behind (it it a two wire or a three wire) I have seen kill switches knock out all the electrics.

I had to work today will try to get in the garage after work. Also go my cdi spark plug and ignition wire in today. I'll have to see if that does anything different. Still another hour at work.
