Install new top end for my honda scooter. Have no compression. I think I followed the maual properly. Have no idea what is wrong. Help!!

I'm not trying to be a smart a$$,,but did you get the rings on correctly? and when you put the rocker arms installed correctly and valve lash set at top dead center so the valves are not hanging open?

Timing? If the timing is off the valves may be open on the compression stroke as well as the exhaust stroke, lastly did you inspect the vales on the head for a good seat? I've bought brand new heads and the seat was terrible and leaking. I always pull the valves and seat them with some compound before I put one together. Learned my lesson by putting a engine together with a new head and same thing no compression and found the leaking by valve, never again will I do that.

Rings are set correctly. Set timing by flywheel and cam. I am leaning to the new valves leaking.

Yes but you need a Leak Down Tester or make your own but you still need air to fill the chamber then see if air is escaping by the intake manifold( intake valve leaking or air is escaping through the exhaust( exhaust valve leaking).
Or you can try taking off the head and fill the each valve with gas or carb cleaner and see if it leaks past the valve head and out the stem side.
