My il bello has started stalling and not having any power..starts bit won't go...when I checked there was a hose on drivers side of carb, next to plug..and it had a short hose that was broken, and not attached to anything. Any help as to what this is and what it SHOULD look like properly attached. Thank you

Ah, that is part of the air intake. So there are only a couple things that would connect to the air intake.
1. WOuld be a EVAP system( to trap fumes from the gas tank and have them reburnt). The hose would be coming from a CANISTER which would have a hose coming from the top of the gas tank.
2. Would be a EGR system ( to trap gases unbrunt from the exhaust). The hose would also be coming from some canister OR VALVE.
So look around for any canisters or valves with. If none then that connectorhas to be PLUGGED up it is sucking in to much air.
Would you please take a picture of the WHOLE carb area, what the hell are you hiding??

CLICK ON THE PICTURE TO READ WHAT I WROTE: YOu see all those hoses coneccted to "Y"S and maybe "T"s Follow those and see if any are open which they should not be. They should be connected to something. Take pictures of what they are connected to.

No that looks like the fresh air intake for the PAIR emission system. If you follow that back you will see the hose is connected to a CANISTER and that vanister has a VACUUM hose and one hose connected to a valve on the VALVE COVER:

TAKE PICTURES OF THE WHOLE AREA OF THE MOTOR and FRAME ON BOTH SIDES so I can see what kind of emissions is on that scoot and I can see the hoses and what they are connected to.
