So, i just bought a Taotao cy150a off craigs list and i totally feel ripped off. so much work. But it does run so happy about that. But guy had 2 6volts tapped together to be able to jump start it from his car because the jumpstart need to be reset or something. I got a new battery for it and now it will start right up and go. but when i give it gas. half way in the throttle it start kinda bogging down/spuddering. Guy said it needed a new spart plug so i put a new one in it. run better but didnt fix the problem. I have tried adjusting the carb but no luck. Also there is this black plastic cylinder piece that has air coming out and not sure if something is supposed to be connected to it. Can anyone tell by the pic? Really hope to get this going, my car died so this is my way of looking for work :/ One time i was ridding it and it opened up to full throttle for a moment but then came up to a redlight and went back to being boggy when i started ridding again. But the power is for sure there. Oh and i cant seem to find a fuel filter anywhere? Anyone please help?

not all scooters come from the factory with a fuel filter and yes, you are missing a vacuum line. probably accounts for the bogging issue. right now i'm not sure which line that is, i'd have to go look at mine but i believe it's part off the emissions

That cylinder with the open end follow the hose and tell me what it connects to. It looks to me it is the FRESH air vent for the PAIR system IF so it will go to a CANISTER and a HOSE WILL GO To the bottom of the VALVE COVER that has a CHROME PIPE IN FRONT OF IT on a VALVE If so that is ok.
The bogging is caused by to MUCH AIR BEING SUCKED IN compared to the amount of fuel. FIRST check for any VACUUM HOSES that may be ripped or disconnected or your INTAKE MANIFOLD has a crack in it. Also make sure you have an AIR FILTER on the carb and it is attached right. If it has an AIR BOX check if the foam filter is in there.
If all appears to be SEALED no open connectors on the AIR BOX and no rips on the INTAKE MANIFOLD Then we need to check the DIAPHGRAM for rips and or the top of the carb is leaking. Bad Diapghram and or leaking will cause the RPMS to rise and drop.
Also take some pictures of the carb area so I can see what is what and how things are connected, Left side of carb area and right side. Alleyoop
