That is your valves, RED-DO YOUR VALVES, when it gets nice and hot the valves expand and stay open and not seal and WILL NOT HOLD LOW RPMS it will sty running provided you keep goosing the throttle. I know you did them when you put the head on BUT you need to do them again, the kits you buy are made out of very cheap metal and will need more frequent valve adjustment for about the first 2000 miles.

Alright, what should I adjust them to? I believe when I first did it, it was 4 thousands.

If its a 50cc set them both to .003 inchs or you can do INTAKE VALVE .003 inchs and EXHAUST VALVE .004 inchs if its a 150cc set them both to .004 or you can do the INTAKE VALVE to .004 inchs and the EXHAUST valve to .005 inchs.
Reason one more on the EXHAUST VALVE is because you will find that is the one that got tight on you DUE TO THE EXTREME HEAT. The INTAKE VALVE gets nice cool gas and air so it does not get as hot as the exhaust valve.
Here is a TIP: After you set them ROTATE the motor over by hand several times and RE-CHECK your gaps before you button it back up. You want to get it right the first time and not have to tear it apart again after 50 miles. Alleyoop

Alright I will do and post back. But a quick thing I noticed is, its only when I am going really fast and come to a stop it happens. But if im going <25mph then it does not drop/stall. It catches itself

Still the same does not want to hold idle at low rpms. If it is idling to low that also will happen it should idle anywhere from 1500-1800 rpms lower than 1500 and it may not hold.

I just got done checking the valves and there at the right size. Is it possible I still have it to rich?

Yes if it wants to keep on dropping coming down to idle and sometimes recovering then it is on the rich side IF your valves are ok. So Lean it out a little 1/4 to 1/2 turn clockwise on the fuel ratio screw. Alleyoop

It seems to try to catch better. It bearly stalls now. Like just bearly. Should I lean it more?

Yes now do only 1/4 turn at a time and test. Also check the ACV vacuum hose if you have one on your carb. I your scoot is a 150 it has a 24mm carb and it has one and that is what that is for to feed some fuel when you let go of the throttle so it does not stumble.
