If you removed the Gas tank Vent system, you should not have to crack the fuel cap open?? The VENT hose coming off the top of the gas tank that you should have disconnected from whatever it was connected to and even if just left hanging would vent the tank. Just make sure the vent hose is not kinked IT HAS TO VENT. CLICK ON THE PICTURE TO SEE WHAT I WROTE

When that happened on my old ford tractor I just drilled a hole in the middle of the gas cap, about a 1/16" hole, no bigger.I think the original vent either corroded shut or a mud dauber plugged it. Its been working fine for about 20 years since I "fixed" it.
