Sorry I forgot to put the link up i did ask a friend he thinks it might be the battery it probably isn't strong enough to turn the motor over I am still waiting on the air fliter which I feel could possibly be part of the problem

If it is getting gas and spark the way it was cranking over is more than enough for it to start. BUT without the filter to much air is getting in. TRY THIS COVER the AIR INTAKE SIDE on the carb with your hand and crank it and see if it fires.

Well you either are not getting gas or no spark. It takes GAS, SPARK and COMPRESSION. So take the spark plug out and see if it is wet or dry.
And show me a video of the spark. Alleyoop

On the carb turn the FUEL RATIO MIXTURE SCREW clockwise until it stops don not force it just until it stops it has a point on the screw so we do not want to break the point off. THEN Turn it counter clockwise 3 full turns. With the spark plug out STICK YOUR FINGER in the hole and crank it and see if your finger gets wet from fuel.
AND SINCE you have the spark plug out RE-CHECK the spark hold it on the valve cover and crank.

Ok I'll have to try tomorrow the battery is pretty much dead now thing is there are two screws one on the top that's small and one on the bottom that's a bit bigger

No jumping the battery will not fry your solenoid. What is the problem now explain in detail. I was just asking because someone told me that the solenoid could be bad they said it could happen just by sitting around all winter so I was wondering if that could be the case. They also told me if I tested the spark plug if it wasn't blue the solenoid was bad which I think might be the case because when I tested the spark plug the spark looked more like white and that was with the new spark plug. On top of that the video I posted it was doing the samething before I put the new carburetor in. I'm just trying to narrow down the possible problems before I run into something that I can't do myself

Please do not listen to whoever told you that the solenoid could be bad (LOL). Sorry but they do not know what a screwdriver looks like and you can tell him that.
The Solenoid all that does is send voltage to the STARTER TO START YOUR MOTOR. The SOLENOID has NOTHING to do with the plugs SPARK.
So did you do what I asked you to do ? And if so what were the results??

Well I ordered a new one just to be safe I wasn't able to do anything today due to rain I'm hoping tomorrow it won't be otherwise I might just say screw it and do it anyways. I know when I first got the scooter it ran but had to give a bit of throttle then once it warmed up it was fine, but if I let go of the throttle to soon it would just kick off. I checked the spark plug it was very dark plus I could smell gas as if it were running very rich. I'm at my wits end with this thing I know I need a new battery as well because it dies way to fast
