You need to tell us more, did you do the work? At 15mph what are the rpm's? What happens when you twist the throttle while the scooter is on the center stand? Are the brakes dragging?

Is belt correct size, measure it as best you can. Was the old CDI bad, maybe re install. One thing I've learned here is never do more than one thing at a time as you won't know what caused any problems.

The belt is the correct size and we just put a new cdi box in it as well they r ordering a clutch cause my manager said it is a transmission problem but beings it doesn't have a transmission he said it has to be the clutch. I hope this fixes it if not I'm just going to sell it for parts

There are a few causes of "won't go over 15 mph". These chinese scooters are really very simple to service. My first thought is go back to when it was working. Why was the cdi changed? is it the right one? Are the rollers in right, when changing the belt if the variator was taken off it and the rollers have to be installed right. I would not give up on it, who ever worked on it changed some thing to make it the way it is now. No one here can help unless we know more about it.
