Float valve is stuck open and it's flooding the engine.
Either open the fuel bowl and adjust it, or just get a new carburetor on ebay and swap it out.
Could also be a bad petcock.

Welcome to Scooter Doc. You have the distinction of being number 900! It sounds like you might have a bad vacuum fuel petcock which is allowing the gas to get into the vacuum line and flooding the engine. You might get better results by stating your problem in only one area of the forum. That way all the members will answer in one area and you won't have to search all your threads for the answers. Again, welcome number 900.

I adjusted the the float valve and tested it and it seems to be working properly so Im gonna lean toward the petcock is there a way to bypass this maybe a gravity fed with a shutoff valve. but how would i route the vac. lines

There is only one vacuum line running to the fuel petcock, so all you would do is remove it completely and block the hole at the intake manifold. RTV or silicone is a popular way of blocking the hole.

some on here prefer clear vac lines so they can see fuel in the vac lines . The fact that you state that you have fuel in your vac line makes it simple , the only way to get fuel in the vac line is from the valve on the fuel tank . That valve has a diafram the vac openes it for flow , but should not pass fuel into the vac line. If you look around the site below there maybe a manual shut off valve , I would stay with the same valve that is in there. John www.chinesepartswholesale.com/product_info.php?products_id=61928

well i drilled out the petcock last night around 1:30am (well this morning) i cleaned it all out after made sure no metal inside and installed it this morning. gas flow is awesome. took a few cranks n a few shots of SF but she started. And guess what she idles now n she goes. thank you all. i still have a few bugs to work out though. the idle revs in and out not to bad though just like high then low maybe fuel air mixture? Any hints n tips would be great. And thank you all.

idle rev's going up and down is a classic symptom of a vacuum leak. check your manifold and hoses for cracks.

If you shake it out more than twice, you're not finished.
I'm just sayin'.

I would stay off the starter fluid , that stuff is not good some gas in a small bottle cap sucked in from the manafold works for me best . then reconnect the vac hose quickly before it stalls.

Blazef20, If the Idle goes up and down, It is running LEAN. Now that could be either of TWO problems. 1. You have an Air Leak somewhere around the Carb probably by the Intake where it connects to the Carb. Make sure the clamps are on nice and tight. 2. Your Air/Fuel Mixture is set to Lean Richen it up, turn the Air/Fuel Mixture Screw Counter Clockwise. Alleyoop
