Sounds like something is wrong with your diaphgram. Take it out and see if you see any rips or tiny holes. Somethimes they leak by the two plastic halfs that hold the rubber together. Other times they will rip along the sides from the pressure and age. Once you get up to higher rpms more pressure is applied and if its not holding the pressure to raise the needle it will drop and because at that time you have the throttle open you just fed it a lot of air and not enough gas.
