I still would put a meter on the Battery and check for something that is drawing juice. Take the negative cable off and connect the meter to the Neg Cable and then the other to the neg post of the battery and see if something is drawing with the KEY OFF. Then turn the key on and see if the draw changes. Alleyoop

Ya, well you won't find anything looking at the flywheel. It is a waste of time.
The scooter runs the flywheel is fine...the problem is with the battery or starter circuits as Alley suggested...

thanks alleyoop.I was checking some voltaes on the scooter and at the battery it is only at about 12.7 revved up so i checked the wires out of the motor the white one at idle put out 14.5 at idle and would go up past 17 volts and the yellow wire read 11.4 at idle revved up it dropped to10 volts. What do u think?

DC voltage? All scooter engines run on AC from the stator. The only things that runs on DC are some lights, horn and sometimes the enricher.
Yellow and white voltages are OK...
Voltage across the battery should be 13.5+
Sounds like your battery is not getting charged...
You could have a bad cell in the battery as well...

So thats normal for the yellow wire to drop voltage when revved up?This battery is brand new it is a gel battery i put it on a trickle charger.I will check it tomorrow.Do u think the regulater could be bad?

Yes, the voltages increase the faster the flywheel rotates. That is why the lights grow brighter as you rev the engine...

But the yellow wire decreased in voltage when revved up

What is the voltage on the red/black wire coming from the stator and ground. It should be about 60++ volts. It could be the the voltage coming from the stator is not enough to get a really good spark. There might be enough to get the spark plug to 'fart', and this is what you might think was a timing advance... it is firing but the fuel ignition is slowed...
Anyhow, the scooter should run perfectly with no battery even near it...
So to me this points to the stator red/black wire or the CDI or the ignition coil, high tension lead and boot...something in the line does not work to capacity...

Ya the yellow and white vary depending on load...nothing to worry about...
The yellow goes to the regulator/rectifier for the light and the white goes there too and charges the battery...
