Ok, if it runs the stator is OK. I think you need to get the battery load tested at an automotive place... it could have a bad cell
The lights and the starter run off the battery. If the starter is sluggish, then there is a battery problem as Alley suggested... or the starter motor is going bad or connections are corroded etc etc...

Ok i did a load test passed i put a bigger battery in it which was also brand new and charged all night.I put a new starter on it.I checked to see if there was any draw on the battery with the key off it read 0.01 witch is good.Im stumped.Thanks again for helping me.I ordered a new stator and voltage regulater.I get them for a little over cost so what the hell.I just want to be able to use the electric start and not worry about breaking the kickstarter half shaft for the third time

Ya, I hear you...
OK there is a test you can try...by shorting out the solenoid. Be careful this sparks...
Take an old screw driver or something steel and touch the two copper posts on the starter solenoid together. The starter should run with no problem... If it does, then the problem is either a poor connection in the starter switch or the starter solenoid is going bad...or a bad wire or bad ground...

Could the cam timing be off causin the kickback and the electric start not to work?Maybe a tooth or more

Sure could... but the scooter wouldn't run likely...if you haven't had the cam chain off, then the only thing it could is that the can tension spring has gone... this does happen... But this is pretty easy to check... just pop the valve cover and align the cam sprocket to TDC and see what the valves are doing...you should be able to wiggle both rocker arms...they should have a little play...
