Dynabeads seem to work for me. I put 2oz in each tire.
I don't know about changing shocks. I guess if they can no longer control the spring and cause a bouncy ride, then they are worn out.

If your scoot can do over 45mph, then I would balance the tires. Dynabeads are installed with the tire mounted on the scoot. Remove the little valve assembly from the air snout to let all the air out. It's easiest to pour the beads into the tire using a plastic or rubber hose and a small funnel. A lot of tapping may be required because the Dynabeads have a lot of static cling. Once that's done, replace the valve and fill the tire. About 2 ounces of Dynabeads is plenty for scooter tires.
Scoots' ride quality is dependent on air pressure in the tires. If the ride has deterioated with the new tires, they may be overinflated. You should be able to drop to 26 to 28 pounds air pressure to help out the ride. If you are not a heavy rider, you might experiment with lower air pressure. There is no set mileage as to replacing the shocks. Like turtle8 says, when the ride gets bouncy then the shocks are worn out.

I like to run the front tire 3 pounds lower than the rear.
