Hi there, I'm also new with a scooter I can't get started and am just West of Philly, in Drexel Hill, PA.
I've done a lot of reading and think mine isn't getting fuel or the vaccuum is off a bit. Through my research, I came across a PDI document that I'm going to go through. I was hoping to get her running without removing plastics but that seems silly, I may as well just do it and clean the air-filter and gain access to air/fuel mixture screw (which may be a problem). I bought some new fuel and vaccuum line in case I find issues there and still need to get a new filter as well.
I changed the plug and she runs fine once she's warmed up. It's getting her to that point that's the issue and it's too cold right now to mess with her for 30 minutes every morning.
Mine is a "Lance Milan 150cc", a chinese scoot by a diffferent name, but for $500 I felt I had no other choice but to buy it and get into the world of scooting. I've been looking online for some time but never took the plunge. My wife and I plan on using it as a commuter though (in tandem with our car) because our company is moving from Center City and public trans won't be as convenient. That said, reliability is key. Any advice is appreciated!

Thanks, I'll let you know once I've had a chance to remove plastics and really have a look at things. I have a feeling once I go through vaccuum lines and fuel lines, replace the fuel filter and clean the air filter, my issue sshould be resolved.
I guess my only question at this point is, does it sound like I'm on the right track? Am I missing anything? Could it be a fuel pump? My tank is lower than my carb and the fuel line from the tank goes into a round metal piece, which then has two lines coming out of it. 1 goes to the carb and one goes to, what looks to be, a vaccuum canister. Thing is this round metal thing doesn't look any fuel pump I've seen before but I'm used to working on V8 engines, not these. I don't know what I don't know, ya know?

So I get all the plastics off on Saturday and start tracking everything down. A couple vaccuum hoses looked a bit rough so I trimmed and reconnected or replaced the ones that looks rough. Most of the vac and fuel lines look they've already been replaced and are still in good shape. I also put in a new fuel filter. Then I take the cover off the air filter and BAM, there it is... a mouse nest, complete with a sock! Mouse scat, rocks and a sock! That might have been prohibiting the air to get through, you think? I've attached a picture of it. The previous owner did say that it sat in a shed for 2 years before I bought it.... The 2nd pic is what I believe is my fuel-pump. It seems my set-up with the tank below the carb (between my feet) and not under the seat, is a bit different then most scooters. The under-seat tank having a petcock/fuel shut-off valve, rather than a fuel pump. Can you confirm that it is the pump? The top left line is in from the tank, the 2 line on the bottom, one is vac and 1 is out to carb. I didn't mess with yesterday so I'm interested to know if my cold start issue is resolved now. It started MUCH easier after I removed the sock but Saturday was warm and I had been cranking it, so I wnat to see a true-cold start tonight when I get home. Yes on both. A mouse nest over the intake hole would keep air from entering and yes, the aluminum puck is your fuel pump. Many people replace the pump with a Mikuni but it usually works in the Milan. The Lance Milan has a reputation for longevity. There was a forum member years ago who did 25,000 miles on one in just over a year. He retired it after breaking the frame but the engine still ran just fine.

Just to make a point , the fuel pump works off of vacuume . if you think the vac lines are bad replace them . Have you done a valve adjustment ? The stock plugs stink , get an NGK in there .

Thanks! There is a NGK plug in it, brand new last week and the lines have been inspected,seem to be in decent shape.
I actually took it to work today, gave it a shot of Gumout Starting Fluid in the air filter and she fired right up. I have to babysit her until the autochoke gets her to idle, but after that, ran like a champ. I put 21 miles on it (to and from work) and once it was warmed up each time, ran awesome. I'd love not to have to use the starting fluid but when it's cold, it helps!
That all said, maybe my fuel pump is ok. Again, it sat for 2 years in a shed so hopefully some TLC and fresh gas will take care of it in the long run, then just wait for Spring, or warm weather.
I'll keep posted..... thanks again and I still can't believe I found a sock on the air-filter... LOL

Yes I saw the pics of the air cleaner and the pump . If you did not post a pic of the air cleaner I would have thought you were pulling my leg .
