I would look at a Kymco People 250 on Craigslist if it was me. Italian bikes are glorious machines until you need parts.

Nice looking scoot. Water cooled but has a flat floor. Would have liked that over my current humped floor on the 2008 Chinese made Rocketa 250. I like the larger wheels too.
My problem would be the wheel base of 55". I saw that before I ordered what I have as it has a 65" wheel base. I sat on many different scoots before ordering what I have. Seemed awful short as my knees kept arguing with the front panel. Those extra 10" fixed that problem.
