When I sprayed carburetor cleaner into the pilot jet it came out of the small holes by the butterfly with no problem. I specifically checked for that, so I don't think they're blocked.
It could be the o-ring, but it looked like it was in good shape when I put it back in. Maybe I'll replace it. Maybe I'll replace the whole carb...

Also where do you keep the scoot over the winter, some folks keep them in sheds and live near the woods and MICE tend to build nests in the mufflers. And a clogged muffler will cause those problems. Alleyoop

I left it out in the parking lot covered with a tarp. It could be possible I suppose that a mouse may have nested in my muffler, but exhaust seems to be coming out.
Honestly at this point I am trying to get it into running condition and then selling it... The other scooter has been running good and reliably, so I am good to go with that one.

I am just trying to think of all possible causes. I would check the O-ring on the fuel ratio screw that is easy and fast enough to check. It could be part of the o-ring got pushed into the passage and is blocking it.
Also if everything looks good I would try a different CDI. Maybe switch the CDI from the good one and try it on the problem child as well as the COIL from the good running one. But swap one at a time in case the problem is caused by one of them.
There was a guy on here or one of the other forums I forget. I went through 4 pages with him and it turned out to be that he had bought a new CDI and COIL and they were both bad. He swapped and switched and the only one that made it run good was the original COIL and CDI, so he had to order a new CDI and COIL from a different dealer and throw those two in the garbage. It could be that condensation got into the CDI and it is acting up now and stopping at those rpms in other words acting as a restricted CDI. Alleyoop

One year I started my Kawasaki and packed material sprayed out one of the mufflers. A mouse had made a nest in there but the power of a 380cc cylinder cleared it out pretty quickly. I also found a nest in an air box once. I bought the bike used and whoever had it before me pulled the air filter creating a perfect "Mouse House".
Now that I've said that, check and see if all your vacuum hoses are hooked up. It sounds like a major air leak to me. Usually when you start an engine you'll hear a hissing noise if a hose is off. Also look for a cracked intake manifold by spraying around the carb with WD-40. An air leak will down an engine every time.

Haven't had a chance to swap the CDI and coil yet, the other scooter has been in regular use until today. Now that one's having a problem and I'll make another thread about it.... But just FYI this hasn't been solved yet...

I didn't pull the carb yet, but I did test the other CDI and coil.
First I switched the CDI and went for a ride around the block. It was better, didn't get stuck at 4000 RPM and instead it hopped right up to 5000 RPM and we accelerated.
I neglected to try a run around the block before swapping the CDI, I swapped them back after testing but then got distracted with the other scooter.
After the CDI I swapped the coil and saw no change. So I am going to go for a ride with the old CDI and see how it works and confirm the two CDIs are different. If they are, I will replace that.
And after that, it seems more ridable. I managed to get up to 45, but it took a long run. I'm thinking it has to be with the fuel system, or maybe this plastic part labeled PCV that I don't think is a PCV valve... I'll take some pictures for you tomorrow and maybe that is hooked up wrong.
