Picked up a white 99 Honda 80 for $100 doesn't run, replaced ngk plug, drained old gas, cleaned carb twice using guitar string on jets, carb bowl fills with gas, ground new ngk plug against the frame getting blue spark, have compression, install plug turn key depress left brake lever and no start, check plug, it's dry !!! WHY? Any ideas would help
During further investigation noticed oil drain bolt missing, can someone tell me what size bolt head this is and how long it is, so I can replace this on my own. still cannot start engine.

I may be fuzzy about what you said, but how do you have oil in if bolt to drain is missing,
when you say won't start, this tells us nothing, thats ok, its a lot to describe, and no one more then me is bad at it,
but lets ask, does it turn over and not start?,
is the plug wet right after you try?,
is your ground wire tight on block?
did you clean filter?
is exhaust blocked?
thats all i can remember to ask cause my buddy was right about this stuff WOW
and do go to Honda to get that bolt, they will sell to you with a engine number.

Starting over again Left brake lever held, key turned to on, start button pressed, engine goes through the motion but will not start. New NGK spark plug installed grounded against scooter frame showing blue spark gaped at 0.24. checked and cleaned carburetor bowl and jets/screws with guitar string replaced carb and still engine will not run. Check spark plug and it is dry as a bone. Starter works fine goes through the motion, battery is new, lights all work. Looking to the lower transmission noticed transmission gearbox drain plug missing near rear tire. (small one not the fill bolt). Anyone know what size this bolt is? Honda dealer is 75 miles away.

Take the Fill plug bolt out and see if it fits the drain plug. They are usually 6 or 8mm short 1/2 inch bolts. If the fill bolt fits take that to the hardware store and get one.
As for the not start ALWAYS CHECK SPARK on the motor NOT ON THE FRAME. It can spark on the frame because the BATTERY IS GROUNDED to the frame BUT you need a ground wire from the motor to the frame as well otherwise the Spark Plug will not fire while in the motor.
So check that, now turn the fuel ratio screw clockwise until it stops and then turn it out counter clockwise 2 1/2 turns and see if it fires.
What kind of carb is on there can you take a picture of the carb area and hoses. Alleyoop
