I just bought this moped and the guy showed me it ran but it needed a battery and a auto choke so I replaced those and when I try to start it all I get is click,click, click does not turn over.... also when the guy started he had it hooked up to a battery charger

Check the SOLENOID and jump the two terminals on the SOLENOID. If the battery has enough charge it will spin your starter.
If it CLICKS doing this then the battery is weak or bad. If it SPINS your starter the SOLENOID IS BAD. Alleyoop

So you just put a wrench across the two post and it should turn do you have to have the key on

Yes, just a wrench or screwdriver, wire anything to touch both terminals. If you have the key on IT MAY START on you so be careful, make sure it is on the centerstand.
If you DO NOT have the KEY on it will not start, it will just spin the starter if the battery is good. Alleyoop

Get a new battery. Then get it started and check your charging voltage before worrying about anything else.

ok I tried this and still won't turn over could it be my cdi When you touched the two SOLENOID TERMINALS: 1. Did it SPIN the STARTER? 2. Did it just CLICK? 3. IT did nothing? When you say WON'T TURN OVER: 1. Do you mean the motor is ROTATING but will not start. 2. Do you mean the motor is NOT ROTATING will not move. It is better to say the motor turns over but will not start or better yet FIRE. Now Fires means the spark plug ignited the gas and there was an explosion and the motor attempted to start. Alleyoop

Ok when I touch the solenoid it didn't do anything but when I tried to start normal all I get is click click from the solenoid

Have you checked all the connections on the battery and the STARTER and SOLENOID? The positive RED thick cable from the battery goes to one of the terminals on the SOLENOID, the other POST on the SOLENOID goes to the STARTER.
If you have a Car handy You can test the starter(CAR NOT RUNNING):
Hook up the cables to the carb battery and hook the POSITIVE CABLE to the STARTER TERMINAL, then the GROUND CABLE JUST TOUCH the scooter frame and it should spin the starter.
If it spins the starter(STARTER IS GOOD)
Then Take JUMPER RED CABLE off the starter terminal and hook it to the SCOOT BATTERY POSITIVE POST and the BLACK to the NEGATIVE POST and then use the start button to try to start it. IF IT STILL CLICKS the SOLENOID is SHOT.
If it spins the starter then your battery is SHOT.

It is one of three things: 1. Battery is shot 2. Solenoid is shot 3. Starter is shot
But the test above will find out which is bad.

see if the green wire on the stator is melted . Check for the engine ground for good connection . Report back .
