No they will not pull out to the extended position but you can push them in because it slides up and down on a rod that actually extends out and pushs the plunger out. So if it did not move then it is bad. Alleyoop

but say it is bad... should i go ahead and replace the entire carb?

Those carbs for the 250s+ are not cheap they are 30-32mm carbs I would first just buy the enricher and see if that does it. If after installing the enricher and it extends and you still cannot adjust the Fuel Ratio then I would get a new carb. Alleyoop

HAHAHaHA, So here I am thousand of miles away and I am supposed to know what carb is on there. From the picture it looks the same to me so buy the damn thing, cannot be worse than what is on there. Just before you put it on Turn the Fuel Adjustment Screw clockwise until it stops AND MAKE SURE YOU COUNT THE NUMBER OF TURNS it took to stop then TURN IT COUNTER CLOCKWISE 2 1/2 turns. That should be good enough for the scoot to start and may run pretty good at that setting. You can always fine tune it if necessary from that setting to get the highest idle.

Ok, so yesterday when you pulled it out the scooter had been running for at least 5 minutes and you said it did not move and you marked it. So if it was EXTENDED you would not be able to see the red mark it would have retracted inside RIGHT!! So that proves the ENRICHER IS NOT EXTENDING OUT TO SHUT OFF THE EXTRA FUEL PERIOD, it is staying rectracted ALWAYS FEEDING EXTRA FUEL.
So you make the CALL, get a new ENRICHER or CARB. Alleyoop

I have to make sure that the carb i mentioned does fit before i order it... i called today and they couldnt tell me if it fit or not... so i am gonna pull it off and compare it... i know it had a vac line on it... and mine doesnt.... would that be a problem if i simply just put a T on one of my existing line and ran it to it? or am i gonna be losing to much by splitting it off?
The EXACT carbs are WAY too much in my opinion....

HAHAHA, didn't I tell you they are big buckoos. Now also look at the THROTTLE MOUNTING BRACKET on yours and the one you are going to buy. No problem the Carb your looking at has what they call an ACV Valve, that is so when your at throttle and you let go to slow down it does not run LEAN on you it cuts off the air going through it and allows fuel to be sucked out on de-celebration. And yes you would need a "Y" or a "T" to connect to it and the PETCOCK. Alleyoop

Oh yea, your old one that is on there I just took another look at it and it looks like that ones has a pump on it. Look on the throttle side and toward the AIR TUBE and you will see a rod that goes into a valve and the throttle bracket pushs the rod down to squirt some gas. Alleyoop

Here look at this one look at the back with the black rubber piece look at yours and I bet yours has a pump as well. This is a 30mm carb. Alleyoop
