I did what allyoop told me to do was I supposed to let the key on or dose it matter I did it both ways and nothing happened to it. Maybe it was the screwdriver or are they all the same. I have it at my home now. I made a video of it that I can post the link to but I have to upload it to youtube before I can post the link

Yes it was supposed to SPIN YOUR STARTER with the KEY ON OR OFF does not matter. So I would question the condition of your battery or YOU HAVE the battery connected wrong . Or connected wrong to the SOLENOID. So if you can take a picture of the solenoid and the battery connections. Here is how to connect battery and solenoid. 1. NEG POST ON THE BATTERY A WIRE HAS TO GO TO THE FRAME FOR GROUND. 2. THICK POSITIVE RED CABLE FROM THE POSITIVE POST ON THE BATTERY GOES TO ONE OF THE TERMINALS ON The SOLENOID. 3. THE OTHER POST ON THE SOLENOID THE WIRE GOES AND CONNECTS TO THE STARTER. Waiting for your Video and or pictures of how you have things connected. NO SWEAT if you have things connected wrong we will tell you how to fix it. But you may want to get a VOLT METER so you can test the BATTERY IT MAY JUST BE A BAD BATTERY. Doesn't matter if it is new many new batteries go bad right away if the people that sold it to you did not test it right. Yes we see the gauge going down when the brake is squeezed that could just be a bad battery.
CHECK THIS OUT: And or take pictures of the battery connections and the SOLENOID:
Here is how to connect battery and solenoid. IF YOU COULD VERIFY that the following are correct on you scooter that would be great:

when I tried to start it with the electric start the gas gage would go down making it look like the gas was on empty.
this was after a day of driving it. I was wondering if anyone knew what the issue might be.
How about after a day of driving it the battery was dying because the regulator/rectifier was bad or a loose wire is causing it not to charge?

That is why I want to see the connections on the battery to make sure there are at LEAST THREE wires on the positive post on the battery. The thick red wire going to the Solenoid, the thin red wire with the fuse going to the ignition and Last but not least ONE MORE WIRE going to the R/R. Also to see that everything is connected correctly. Since a battery and solenoid was put in Maybe the Wire from the R/R was not put on the Positive post of the battery and why the battery is now dead after riding for a while.
To me from the beginning from what was said pointed to a very weak battery. That is why I said to jump the Solenoid and when done it did nothing. But you have to take it step by step to actually find the problem especially when the one your trying to help is not mechanically inclined. Throw to many things at that person at one time and all you do is confuse them.
Yes it also could be a bad R/R and or a bad Stator but lets get the easy stuff out of the way first. Alleyoop

Didn't you already say that? Kinda like de jay vue huh!!! I re-posted what I previously said for a reason and apparently your not with it. Alleyoop Alley First, I apologize for being a day late in replying The point "I" was trying to make was, why did you have to say it a second time in the first place??. I saw the first time you posted it, and all the replies afterwards, but nothing mentioned of trying to short out/hotwire the starter. You already asked him to try the screwwdriver method once, and appearently your suggestion was ignored. I hate repeating myself, that's all I was trying to say. Now, quit being so damn testy. And get this fingered out. Dave (all in good fun, I hope)

No need to apologize I posted it again because from the beginning I suspected it was the battery and to prove it jumping the solenoid will tell you right off the bat because that is a direct test right off the battery with nothing else on how strong the battery is or there is a bad connection. Just wanted to make sure the poster did not miss it after others chimed in. Alleyoop

I'm not trying to throw a wrench in the works but I would charge the battery first anyway. You won't get conclusive results if the battery is dead or low.

Yes that worked that is a picture of your SOLENOID and a picture of your CDI.
Are there wires connected to the CDI? I do not see any wires going to your CDI? Also that RED PLUG that probably connects to the ENRICHER on your carb.
So now take a picture of your Battery posts and wires. Alleyoop

the battery is on right, I know this because I have charged and removed the battery before to get a new one. the mechanic burned my battery by over charging it and he had to get me a new one. so I know that the battery is connected right the red to positive and the black to negative. there is another wire connected to the positive and that has a fuse in it. I noticed when I would move the scooter it would go back to normal and acknowledge the connection and start. this problem was happening before I had him put the carburetor and Solenoid Relay in I had the same issues. He put the two in thinking it would solve this problem. I would bounce on it and then I would be able to start it with the button. at one point it was not charging the battery I already purchased a new battery. the headlight on the right hand side was dying out and it would flicker like it was some sort of loose wire there.
