Take the battery out. Hook your jumper cables up directly to the battery cables. Hook the other ends of the jumpers to another battery. You can use a car just NOT RUNNING. If it starts normally it is probably the battery. Maybe it's too small or has a bad cell. Did they load test it or just check the voltage? But I can tell you for certain if the bike starts in the manner I described it is not the ignition switch, solenoid, start button, brake circuit, or battery cables. There is a small possibility it is the starter going bad but I'd put my money on a bad battery.

Could it be a little gasket material? That's pretty common in early oil changes on Chinese scooters.

Start the bike and test the voltage at the battery with a multimeter at idle and with some RPM.

It could be your PAIR canister or your vapor recovery canister. Can you take a picture of it and post it? Also, where do the lines from it run?

If it turns the engine fast enough and it doesn't start it's something other than the starter. The solenoid is an electronic switch, it closes the circuit from the battery to starter. If the starter engages when you hit the start button the solenoid is fine. Are you getting spark?
