Compared to a enricher working right and blocking it ......it is impossible for the blocked one to run better. Blocked you have no choke. AND.... there are choke kits and I don't know where they can be had. Enricher are pretty reliable and super easy to replace 1should they fail. I never ever had the urge to remove mine I rather like how they always work and no fussing with choke. Those Chinese knew what they were doing with it.
You guys probably have no idea how many of those scooters in the third world countries all have the enricher working perfect.
All they do is stop the extra fuel for when bike is cold and warming up

Get her up on the center stand, pull the Trans cover and see what's going on. ALSO... Pull the plug to make sure engine isn'T LOCKED UP.

For the enricher with the bike cold take off the enricher and apply 12 volts to the two wires at the plug. with in 5 min the little pecker that goes into the carb on it will extend. What happens is cold it does not block a port that allows extra fuel into carb. After a few min hot wax inside it forces that little pecker into that port blocking it and now the "choke" is off. With the engine running there is always 12v on its wires.

If you have checked every thing just turn idle down. It could be the spring under the screw for idle adjust has got weak. (do not confuse that with the air-fuel mix) You do know how to check vacuum leaks....a spray bottle, mister, carb cleaner, ether, just about any thing that can be misted all over the vacuum lines and carb/manifold/head. A leak will change the rpms, sometimes faster - sometimes slower. I usually use ether but as stated even water works there.
A dirty filter will want more air to keep the mix right. Better change it and yes check the valves, the exhaust especially will close up.

Maybe it's cause I am old but I sure like the lines of those oldies. It's just a shame that our country couldn't produce some decent bikes to compete with the Japs 30 or 40 years ago. Harley has be it and it seems forever and those bikes never appealed to me, and many others. I guess with no tattoos or leather vest with "colors" I was never qualified to ride one.

How many wires and what color are they. There are several common configurations. as an example 3 yellows indicate a 3 phase stator. In any case there are some tutorials for checking stators and what ac voltage to expect that are in the library. There used to be a link at the top here for this forum, 49ccscoot.proboards.com/ They may have the help you need.

I just tried to look up your bike and did not get any hits. Where did you buy it?
There used to be one fellow here who was an expert on stators and cdi and he has not posted in quite some time. With out some sort of an electrical diagram it will be tough. In our library here there are quite a few posts about electrical problems and some diagrams. If you go over all of them you may find some similarity. Should you find one to go by let us know which it is.
Are you in the USA? If you are, post the name of who you bought it from so some one else does not get into the same situation. It seems strange the seller would be instructing you to change wiring on a brand new model.

Does it seem the engine is racing and running top speed while the scooter is hardly moving? If you have a tach what does it say while you trying to get going?

Don't have time to look it up here in the library but if you do some reading there are procedures for checking the stator and regulators.

Roketa and several other importers used to have a parts breakdown with an exploded view of all of the various assemblies posted to the internet. Most of the body styles that come from china are all basically the same with different model names. If you do some serious searching I am sure you can find all the parts you want. But...............
Just be aware that a 9 year old scooter is going to be needing more and more parts and repair. There comes a time when it is better to stop and look at a replacement. Your scooter was built in 2008 when the quality control was the worst of any year because of high gas prices and every cheapskate in the country wanted one. Riding an unsafe scooter is just plain stupid. Ending up in a hospital and loosing pay don't make sense to me anyway.

When you get hit with a gust just hang on...don't try to correct it. They eventually come around and stand back up. Scooters with weight down low, lots of body surface and windshields tend to be real sensitive to a side blast of air. The first time I rode a majesty I damn near loaded my pants, having been used to riding a motorcycle of about the same weight.
Honda sure knew what they were doing with the helix. You have a winner.

I would go over the carb again. Watch for a small tear or hole in the diaphragm. Pay attention to a vacuum leak, gaskets, cracks in the rubber manifold and hoses. A vacuum leak can be found by spraying a mist of carb Cleaner, ether, even water all around the carb and manifold. If you hit a leak the engine speed will change...could go up or down depending.
it is posible the leak in muffler has a very small effect. As long as there is steel around the hole a good welder can patch. Many good welders have no experience with real thin metal, but there are some at muffler shops that could fix you up. Bad portions can be cut out and replaced.
