Parts of my fuel cap (with lock mechanism) has dropped in my fuel tank. How do I get it out, and is it safe to ride? Bike is direct bikes DB50QT-11. Thanks for your help.

First time moped owner of the DB50QT-11. I'm able to get the moped to start but when on the road it will not go above 10mph, despite the limit being 30mph. The moped had not been ridden for three months prior to this, and the previous owner has said they never had any trouble getting it to 30mph. I have no experience with moped and have no knowledge of the mechanics
