Not starting

I have a GY6 scooter that randomly began having trouble starting. I replaced the spark plug and wires, put in a new battery, bought a new starter, and when I pulled the starter out I noticed that the gears inside seem loose. Any idea what's going on? You can hear the loose sound in the video.

Hi guys,
I have had this scooter for a few years. Was a gift. Rode fine. Last year the starting became a bit of a problem. It gradually got worse until finally not starting two weeks ago. I checked the battery, checked the wiring, replaced the Carburetor and it still will not start. I made a video.
Any ideas on what I missed and need to do?
