Sounds like it's running lean. Adjust the carb first before doing anything on valves. Take a paper clip and clip the air intake hose shut and see if it starts, if it starts with the intake hose clipped then you are running lean. Check the front brakes. Could be worn or something is lodged between the pad and rotor.

Most Chinese 49cc 139QMB scooters take the 5LBS size battery. But, it's best to tell us what the make and model is, not from the stickers but from the VIN plate that's riveted onto the frame.
