It's not the variator,or the clutch. Another test would be to try running on less than 1/4 throttle. If it does that, even at a very slow speed I know where your problem is.

One quick test, start the scoot and block the air intake with duct tape. If it doesn't stall out it's got another source of air input.

When you attempt to kick start, rotate the engine until your'e on the compression stroke, (feel an increase in resistance) then start the attempt to kick it over from there. I have also found it helpful to raise the angle of the lever from horizontal to about 15 degrees above horizontal. I have a feeling you need to master this technique.

A small jump box is about $30 at Wal Mart. I think they have your battery for about $35.

I'm now trying to visualize how a variator weight could turn sideways as it rides in a channel where there isn't alot of spare room. I think the thing has very few miles. I would give this posibilty low priority.

My thoughts are, the rain was coincidence that had no effect, the scoot has another problem. In the position the variator was in it would idle w/out engaging the clutch. If it was jammed it probably wouldn't engage the clutch at high RPM. If it was slipping due to moisture it would quickly dry out from the heat of friction. I am assuming she means the scoot will idle when she says Rev, from her posts I am working on the engine RPM angle. No offense about barking up the wrong tree, it's a fairly common expression due to an abundance of coon hunters in the Richmond area. If she can do another video showing an attempt to take off it would be helpful. I had a problem on one when the tube between the filter element and the carb had become disconnected near the filter box. It wasn't readily apparent on inspection, but caused a similar problem, I think, if I'm interpreting "All I know is when its enough rmps to make the scooter move where its parked it will drop if i dont let off the gas" means it bogs. Don't keep trying to engage the starter without the cover on or you may overheat the solenoid coil that causes the small gear to shift position and burn it out. That might induce another problem. Put the cover back on. Why don't you use a jump pack on the battery terminals or jumper cables to a car battery. It doesn't take much to mess up a battery so that's probably the easiest way to verify a problem. If the engine won't turn 4K your'e not turning enough RPM's to actuate the clutch anyway. From your'e previous posts it doesn't sound like your'e getting enough RPM's to make that work.

This thing, when it starts, what RPM's are you getting up to? If your variator is jammed it would go immediately to redline and die out from the rev limiter. It would never get a higher gear ratio. How many miles are on it? The belt didn't look worn. The variator looked as it should. If the engine isn't attaining high RPM the variator will not spin the clutch fast enough to engage. If you get all that stuff spinning with no cover on make sure you wear safety glasses it should idle at 2k and run at 7k any little chunk coming off that belt could cause an injury. I think your'e barking up the wrong tree.

There's a support for the near side of starter shaft in the cover that the kick start lever is on. That probably needs to be in place for the starter to work properly. The small toothed gear engages the larger toothed gear by shifting position, but it may not work when not aligned by the cover.

It must be awful hot down there. I used to know a couple that split their time between Michigan and Florida, seemed like the best of both places. Why do you want to marry and ruin a good thing?

The needle begins to operate a little at 1/4 throttle opening the fuel channel used when running at speed. Your power and your rent would be free in Richmond.
