Is the timing a must? I mean if I can get away with not messing with the timing it sure would make my journey tomm easier.

I have had my scooter for about a month now and it was running perfect up tell a week ago.I was riding at about 55mph and it started to get sluggish.. cutting in and out and dropping rpms. At first I thought bad gas. But I drained the gas put in new and still has problem. Since this time the performance has gone way way down. I can't go over 30 mph now. When I put it on the stand it screams like a raped ape, 6000 rpm, but as soon as I either apply rear break or put it down, the rpms will not get over 3000. What can cause this? I have changed rear gear oil, oil change, adjusted the valve, and checked rear brake for flaws. None of these have helped at all. Anyone? Please help... this model is a clone of yamaha yp250.
