Just got a reply from Scooterparts4less, he said Post Office is closed today, holiday, I will get a tracking tomorrow. So cool.
When I do get the Jet Kit, Alley what number would you recommend I try? I rode it around today, and I have the Carb tuned counter clockwise, until the idle STOPS moving. It sounds fine. But when I get on it, and try to take off, it will try for about 4 seconds, and then it tries to die. If I let off, it will idle and I can try again. Like this, I can pump the throttle and get going, once I take off it will do about 37, I still need to check and see if the ring is still on the drive-train but I don't Think it is. After I take Off a couple times, I noticed I can floor it and it take off with-out dieing, my guess is the Excel. Pump? and I'm getting enough fuel at WOT. IF this is the case, a bigger Jet should cure it, Right?

PS I would try the last bulb on YOUR electrical since both the HIGHBEAM, LOWBEAM, BRAKE, but its weird your tail-light is ok?

ALL of those bulbs are on the same ground wire, AND the same hot wire, So you might have a short across the wire at ANY bulb. Check the grounds at Every Bulb, I know on mine, the ground wire was just stuck in the bulb holder. I put a flat terminal crimp on mine and cut a small slot in the side, and put it in along side the bulb. But since its not the r/r, I guess it could be the stator? How much does the voltage jump when you rev the engine?

It depends on your Bulb Connection. If its a two point connection on the bulb, I have seen as high as 55watts, but thats it. I just bought a pair of 20 dollar fog lights from Advance Auto Parts, so I could direct them where I want. They're alot bigger and brighter and they make my scoot look like a Ruckus hahaha

NOW I'm getting a little worried about the parts that I ordered. I DID get a receipt from them, BUT no tracking number yet(I ordered on thursday last week, its now monday) and the phone number given, no body answers. The website is "Scooterparts4less.com". THANK YOU so much alley!
I have ordered a Jet Set and air filter. I will try tuning the screw COUNTER clockwise and see if I get a better take off. As soon as I get the jets and UNI air filter, I think it will make a big difference!
Thank you clearing this up! I did NOT KNOW that the diaphragm doesn't even move until the main jet kicks in!
So I am GUESSING, the Excellerator pump and the pilot jet get the engine up to a decent RPM, and THEN the diaphragm moves to open the main jet?
So I think its on the up and up! I sanded the body down also and took all of the emblems and names off the plastic and I am priming for paint. Should be a totally different animal when I am done!

BTW
I have ordered a Jet kit for my carb, as well as a UNI filter, I figure it will make it harder to pull air through two filters(choking it?) like when I hold my fingers over it?

I have done this process from another one of your posts, but will def do it again. I have also been thinking that, and have tried moving the notch on my carb's needle to ONE NOTCH UNDER MIDDLE so as to richen the mixture. Otherwise I can't even get it to go down the road :/

It will Idle just fine and Starts first try immediately. As soon as I try to twist the throttle, it will die unless I let go, Pump the throttle, or if I cover the inlet to the airbox, WHILE taking off, it will go ahead and get going. AFTER I get going, say 10mph, it will go just fine WITHOUT me covering the inlet.
I also adjusted the valves when I did everything trying to get it running after 2years! of outside storage abuse. I set both the intake and exhaust at .005. They WERE almost closed completely!
I haven't really taken the bike that far since I have got it running, I mainly just don't wanna get stuck somewhere! hahaha So I can't say if the problem will stop after the engine gets hot :/

Mine is like that, WITH OUT the screw plugged, This is the screw that I have Turned all the way in and 2 1/4 back out, its the only screw on it, except the idle screw.
I noticed also that when I pull on the throttle sitting still, I have NO TORQUE. If I give it some help and push with my feet it will take off, OR if I pump the throttle up and down real fast it will go ahead and take off... This is weird man, IDK whats goin on. will having that PAIR hose bog it down like that? Could it be stealing my compression?

Yes it does THAT is my carb, but on the throttle wheel, the lever that pumps it, doesn't touch the rod until full throttle??

I just found something else a little weird too, My carb mixture issue I believe, but, the scooter doesn't want to move unless I "pump" the throttle to take off... If I pump it, 1/4 to nothin, 1/4 to nothin, and then accelerate like normal... it does great! But if I take off and just Open the throttle, it still tries to die... I know this HAS to be a mixture issue, Right?
P.S. The carb needle is set one notch down from middle, (RICHER) and I have my mixture tuned to 2 1/4 turns OUT. I SCREWED THE SCREW ALL THE WAY DOWN, and THEN 2 and 1/4 back out...

YES! I took the rest of the system off and plugged everything else EXCEPT that Hose coming off the bottom.
BTW Can I just buy a regular valve cover(Like the one on my other Scoot) and replace it? Just so I don't have that loop on it?

OH BTW
I found my exhaust leak! It was one of the hoses that went to the California Can! The one that goes into the valve cover! Got it sealed, but I think I will need a more permanent solution, I put a piece of duct tape over it and around it, but I think I need to take the hose off and plug where it goes into the valve cover, as I am still getting a VERY SMALL backfire...
Also it is a 4 stroke, This is a very ODD scooter, its a 49cc, BUT its not a QMB139... Have you ever heard of the maker VENTO?
Any way, I tuned the carb when I bought a new one, after turning it ALL THE WAY IN, I turned the screw COUNTER CLOCKWISE, UNTIL the IDLE had quit rising... IS THAT CORRECT?
BTW after I found my exhaust leak and sealed it somewhat, I could ride without covering the inlet but it takes a while to get to top speed, I BELIEVE its a Mixture issue still... and will try RE-TUNING the carb again...
ON A SIDE NOTE: I think my petcock is now going out, HAHAHA I looked down at the fuel filter, and it was running dry, I put the vacuum hose to my mouth and opened and closed a bunch of times and that seems to have worked for now!
I can't really complain to much because the scooter WAS FREE! hahaha
