The fact that your light are connected to the battery and not the stator maybe your charging problem .
Did you wire your lights dc ftom the battery . Or is that how you hot it ?

He said the stator side pigtail John. Now how does he get AC voltage running back and forth between the yellow and white and not back to ground? It's got to be the ground. But how could his lights work if the stator ground is bad? Something is screwy here. Your on point rich , next if he gets 0 volts , do a resistance check of the green wire . John

Leave the stator unpluged , do a running acv test . Yellow to white , yellow to green/ground , white to green/ground . At idle and at 4000 rpm .

in most cases its the packaging , there is a variable timing cdi that that makes a difference . You can find it on my site NYCscooterparts.com

You need to touch the wire and the body of the ballast resistor (with the meter set in the picture) report back what you find . Remember everything turned off not running . should be about 5 . Look on the resistor see if it is marked , tell us or show us a picture .
