I have an ice bear pmz 50-10 49 cc.
i honestly know nothing about the mechanics of a scooter but I'm not paying someone to fix it if I can learn how to do it myself.
if anyone could give me simple instructions on how to fix this... From what I may know it could be a hole in the vacuum line or my carb needing cleaned.
it starts up just fine but dies within seconds. It hasn't been sitting either.

This is your scoot: If it starts and then dies it could just be the idle is to low or not enough fuel. Can you keep it running after it starts by giving twisting the throttle?

Adjust your valves too, that could have somethi8ng to do with it.

Both suggestions here are a good start,, if it lites up then dies right away Alley is on the trail,,, the idle is probably set too low,,, if it dies out after it warms up Bashan is on it with the valves being to tight and as the metal grows because it gets hot the valves are not closing and you loose compression and it will die,,,

It will run for a long time but when i twist my throttle, it dies

That is a different story that is why you have to EXPLAIN exactely what and when things happen. So when you twist the throttle you are opening the butterfly and allowing a crap load of air to come in and it BOGs and dies due to NOT ENOUGH FUEL.
