One of them is the vent from the valve cover and this must be open to the air. Just stick a fuel filter in the end of it and zip-tie it high up above the engine so any oil in it will flow back down to the valve cover.
As far as the other one is concerned I would have to know where it is attached and where it goes to...
These water cooled engines are quite different than the standard 150cc air-cooled...

Mil , Have you made sure that gas is getting from the tank to the carb , put all lines and hoses and enrichner back together !!!!!! next pull the vac line off the intake , put it in your mouth and suck on it , to open the vac valve on the pet cock , next open the drain screw at the bottom of your carb (gas should pour out ) leave it opened and suck on the vac line somemore you should get a good flow of gas from the drain .
With all the chatter about vac lines and all the trouble they cause you would be foolish not to replace all of them!!!!!!! don't forget to secure them well I use hose clamps (not pinch type screw down ) some like tye straps .
What I will say is it is easer to replace a carb then to repair one .

I have a Pegasus with the B engine. It started out running kinda hinky but I'm at about 300 miles now and it runs great. I guess it had to flush itself out a little.....kinda like it's owner . Okay good news I have gotten the scoot running and rideable, able to idle and start with the choke on without spraying fuel into it. Still difficult trying to pin down an exact idle setting though. (sometimes will die at a stop after a longer ride) cleaned out the carb completely and reset the float. So that seemed to do the trick. The other thing is man this thing is really slow, I was disappointed it takes forever to get to 50 it seems. Is there a performance exhaust available for the water cooled motor? any other options to speed it up a bit?

You might want to check the valves... .004 INCH intake (top) and .005 INCH exhaust (bottom)
This is a common problem with poor performance. They come set tight straight from the factory sometimes...
You should also check out the CVT. Could be a belt problem.
It isn't broken in yet.. give it 500 miles and then see...
Mine started out like yours and now it just flies!
