It does look off center, but it's harder to see in a picture versus the full sized wheel. Did you take measurements from the edge of the rim to see how far off it is?

No, you can actually see the Spline has more material on part of and less on another part of the insert. Which would make your wheel bob like having a lump on the tire. Alleyoop

I was thinking about this last night... you could probably centre the wheel again.
I would try an 2" aluminum finishing nail and drive it between the axle and the wheel spline. You may have to use two...
That spline insert has to be slightly oval...drive the nail on the side with the least amount of spline material.
Go really easy until you get them started and then drive them as far as you can and cut off the excess...be really careful you don't hit the axle.
May work may not.. perhaps worth a try what do others think?

The swing arm is probably OK, you should change the bearings for Timkins or NSK etc. It really depends if you have the mounts for the calliper. Some are mounted on the engine case and some are mounted on the swing arm... The good news is the rear wheel set up for a rear disc will usually fit right onto the existing axle. Depends on your engine. You have 16" wheels then it is probably a B engine like one the right... You can see the calliper mount at the top of the picture Attachments:

Most brands have a version with a rear disc brake in the 150cc. class with 13" wheels.
I think Linhai and Lifan offer models like this
