I am going to install a 12 V cigerette outlet. I connect a wire to my battery and now my ?. Do I run the other wire all the way back to the battery or just ground it to the frane of the scoot any where?

Grounding anywhere to the frame should work fine if the battery is grounded to the frame as it should be.
