Sorry I did not mean that no one answered, but I felt my problem became to vague or complicated that no one can guess over the internet then I did not get answer after I kept updating about what happened after Adjusting the Valve.
Anyway after I realized there is no way for me to diagnose it, I was feeling OK to over pay and just solve the issue But selling me someone else rusted repaired Carb and take my own in almost new condition, NO WAY!
He would better tomorrow take his sh* Carb ad return mine and cancels the charge or he will deal with Credit Dispute and whatever drama I can make for him. While handshaking I triple emphasized that are you going to put a new good Carb and everything guaranteed??? and he said yes. That faulty handshaking will cost him a lot.

FINAL CONCLUSION:
I did not get any answer here or any other places I posted my questions and decided to pay for repair service. There are only two scooter mechanic in my riding area.
First one (in Congress Av, West palm Peach, FL) asked too much and said I have to leave scooter there for a couple of days. Second which sells scooter (in Dixie Hwy, Lake Worth, FL) too said he would repair in half an hour and asked 30% less. $65 for all diagnosis and tune up. Ended up being bad/dirty Carb. Told me that this stock Carb cannot be opened due to flat head bolts.
Tried to sell me a new Carb for $80. I know it is a real rip off but I was tired and frustrated and promising a Guaranteed Results, I shelled out $145. (I know, stupid but that is my only mean of transportation and cannot tolerate any day without it or being stuck en route one day).
The moment I got to home, I double checked his work and guess what, he put a used stock Carb which its flat head bolts are opened and repaired. Thanks god that created thieves "stupid". He charged by Credit Card and did not get my signature for services/items sold, just POS machine receipt. Tomorrow will go to resolve problem peacefully but I think I will end up Disputing Charge. That is why I LOVE CORPORATE and I hate private business.

OK my friend, I am really stuck with this because it is getting more weird!!
I paid close attention to how scooter behave and conclusion is:
That stalling and loosing power problem happened in the coldest days we experienced here in south florida which went down almost to freezing temperature.
Now that I adjusted valves to 0.004. Weather is much warmer too.
This morning I experienced stalling and loosing power when it was a bit cool but as much as weather became warmer and scooter too, problem literally went away.
Do you think it is because of fuel valve (petcock)? Do you think Carb diaphragm has hole? (its screws are stuck. could not open) Do you think if it misfires when it is cold? (It has NGK since first day, only 500miles on scooter in a year and half)
UPDATE: I checked Air Filter and it is clean. Fuel filter is clean but I have no idea if there is any clogging inside tubes or fuel valve (that silver disc) I tried to open Carb but its screws are hell stuck. Could not open it at all.

Hi again!! My engine is disassembled in patio and I highly appreciate any prompt help. I removed valve cover and checked valves gap. They were 0.003 but snug, anyway still 0.003 because I could easily push feeler back and forth. I realized maybe mine needs 0.004 then I set both to it. Now engine knocks a bit which means valves gap is more than enough. Right?! Now I have no idea is problem was not about valves gap at all and I messed up with it or ... have no idea!!
UPDATE: OK, I think I was so anxious and picky. I checked everything one more time and it looks like it is OK if sounding like this video means they are properly adjusted. (video is Not mine) Wondering how 0.003 causing trouble to my engine and 0.004 is the right gap!! Is it really this sensitive?!!

AlleyoopI think you convinced me! There is only one scooter repair shop in distance I can ride (I don't ride it too far) and yes, he proudly intends to rip me off. Over $100! and scooter needs to be in store for 3 days Not my cup of tea. I need scooter everyday to go to college. Then I have few questions and I am going to make hands dirty and fix it by videos I saw in YouTube! 1- Then for South Florida mostly hot weather .003 is good year around? 2- Should I change gasket for valve cover? 3- Can I turn on scooter before putting valve cover on to see how it works or I should assemble entirely first? 4- Does tight valve mean keeping them partially open and loosing compression? Then why I have no problem in higher speeds? How long I can drive it like this before damaging engine? Thank you so much. You guys are very helpful PS. Alleyoop such a great help! Thanx Alleyoop I am IT Guy but when comes to very geeky mechanical stuff like playing with engine, I ruin more than fixing. Better I take risk and see if I can find someone to help. Anyway thanks a lot. At least now I know what to talk about with mechanic and he cannot rip me off more than enough!!

Not my job! Looks like too complicated for me to do. I do not have tools too.
Is there anything else that I should check before taking to mechanic for valve adjustment?

Hi guys
I have a TaoTao 50. Other than its clutch problem that I am helped about here, I have another problem with it.
A little bit hard to explain but I will do my best.
When carb idle screw is more open, it is not easy to keep scooter in place when I have to stop, for example behind red light.
When I close it a bit more, I have to always keep accelerator a bit twisted to prevent engine shutting off.
Also when I accelerate engine chokes and goes to die and I have to several times twist accelerator back and forth until engine begins accelerating. Very frustrating in places that other cars are waiting me to move on quickly.
I live in Florida and it is around 50 degrees here now. I am not sure and I do not remember that these stuff started happening since weather got cold. Also if it was due to weather, engine should work normally after getting warm.
I do not know if it has something with air inlet (which I have no idea where is it) or carburator settings or malfunction.

Hi guys
I have TaoTao 50. When it is in idle and on stand, I hear rubbing noise from transmission/clutch/torque area. I mean that part which still turns around in idle. When I accelerate I do not hear it or louder engine does let me hear it anymore.
Please help. Thank you

Hi my friends; Since I changed my TaoTao ATM50-A scooter's gear oil to Walmart brand gear oil 80W90, its drain bolt leaks very slowly, like one drop every maybe 10 hours. Bolt is always wet with fresh looking oil. I opened and tightened it again as hard as all the way two finger can force it but still leaks Refil bolt is OK. I have no idea what to do. Please share your experience.

Hi Sorry if I my post is repetitive to others. I searched and did not find something similar.
Question 1: Florida is hot and these 50cc engines get extreme hot too. Do not you think it is better to use 20W50 engine oils rather than 10W30 or 10W40?
Question 2: I tried to change my gear oil. I bought mineral oil, Walmart brand, 80W90 I think. When I was draining I got almost 200ml or yeah, maybe even more of crappy oil which they put in china in these scooters but when I trying to refill I barely could put 100ml of fresh gear oil in it!!! ScooterFocus blog says as soon as oil started coming out it is enough and manual says 0.1 Liter (100ml). I wonder what is correct amount of gear oil and why they put more in china?
