does it really burn anything or is it just to scare people? I've seen someone jumpstart his Yamaha R6 and his Honda CM400 with car running and they started up just fine. What's the deal?

You can overload the regulator/rectifier and if you do, wires can start melting. Had it happen to me. Cost me Big $$ to get half my wiring harness replaced.

Its a great way to roast you bikes regulator . I don't do it , only with the cars engine off . There is plenty power from the cars battery .

The charging system in a car has a much larger output (amps) than your scooter is made for so yes it can make a mess. If the car wasn't actively charging during the jump it wouldn't hurt the scooter. But all it would take was the car to start charging.
