Where that ratio screw should be is a flat brass plug, no groove to adjust the screw, it is smooth and flat with the surface of the carb...

BUMMER your fuel ratio mixture screw is plugged. You have two options either drill the plug out or get a aftermarket carb. To drill it get a 1/16 drill bit and drill the center NO MORE than 1/8 DEEP then get a pointed screw and screw it in and pull it out.
Bummer on the chain tensioner guide. That is now in the crankcase if it is plastic it may get all ground up if metal not good. Alleyoop

How would only drill the first part 1/16 then use a screw to screw it in and pull it out. Alleyoop

Hahaha. Dang. Okay. Well, I moved back in with the parents, so let me see if my dad has everything for that, he should so...... Will do as instructed and post back soon! Thanks again!
And also! The tensioner seems to have had a plastic end that is now gone, a long with a small piece of the metal tab it was attached too(?).... Found some weird rubbery thing in there when I was cleaning around and looking for metal chunks from that broken rocker arm assy., the rubbery thing was definitely not attached or in good shape for anything..... Possibly ends of tensioner?? :/

Another note: I switched back to bypassing the fuel petcock till I can buy a new one, because I had thought maybe the issues with the petcock could have been caused possibly by the rocker arm assembly, and it starts then dies immediately, only preferring lower idle setting.
....Getting the drill bits for that plug.

Could be the piece that broke off the rocker assembly broke the tensioner.

Behind the plug you should see the fuel ratio mixture screw so you can adjust the mixture. They do that to pass emissions and for the EPA so customers cannot mess with the mixture which they always set to lean for U.S temps. Alleyoop Here is the Tensioner I hope it is in tack and just the spring your may be talking about came out and not the metal piece.

Okay so..... I had it starting.... And then my dad kept messing with the damn screws and now we're not starting again. Battery is getting low.... And then there this spark plug boot..... Would this be causing issues?

Yes do not look good, just get a new BOOT CAP all they do is screw onto the COIL WIRE ITSELF. You can unscrew that boot cap off the coil wire it actually has a screw to screw it onto the wires in the coil.
