Ok see TWO problems: 1. Your throttle cable is ALREADY pulling on the cable NOT GOOD it will suck in to much air and will not suck in fuel. So Loosen the TOP NUT on the throttle cable and push it down so that the CONTROL WHEEL hits the IDLE SPEED SCREW. 2. You MUST HAVE AN AIR FILTER on it that also will cause to suck in to much air and not enough fuel. Here is what I see on the throttle cable problem:
