From what I could see that is gas and there should not be gas in the vac system in my opinion. I talked with Cyborg and we both feel it is a leaking diaphragm in the fuel pump. He had this very problem and I've had a vac fuel valve do the same thing. You could go buy a generic lawn mower gas tank at Lowes to experiment or use the tank from your weed eater or something like that. It may look like it's coming from the manifold side but I think it's running down from the pump. You could also run a longer line and put a loop in it, it might show you where it's coming from more clearly. Moisture will condense out of air in a vac tube but that is too much fluid to be explained by that. Did you try pulling the tube off right after you kill the engine to make sure it's gas?

If this is the Vacuum line from the pump then the pump is bad and your getting gas from both ends as they say . Actually your getting fuel from 3 things when trying to start it. 1 from the pilot jet 2 from the enricher and 3 from the vacuum line. So that is why your plug is so fouled and very hard to start to much fuel. Alleyoop

Just now happened to notice the pump and the connectors a bell rang in my head: Do me a favor unbolt the fuel pump and look on the other side and see if you see ARROWS, most Fuel pumps Where you have the green going to the Carb IS supposed to be INPUT FUEL FROM THE TANK. So I am thinking you have the pump connected wrong. Like this fuel pump and as well as my fuel pump the SINGLE CONNECTOR on the pump is most always INPUT FUEL FROM THE TANK. Alleyoop SEE THE ARROWS BUILT INTO THE PUMP ARROW IN AND ARROW OUT.

O....M....G!! I just checked on my 250 pump, the single connector is the input! Give Dr. Oop a piston! Hell, give da man a friggin' V8! We are humbled and amazed oh great one. But how was he getting any gas to the carb at all?!

The in arrow comes from the tank, the out arrow goes to the carb, and the vac line from the manifold goes to the remaining nipple. The arrows are the direction of gas flow.

Ones with the knurls on the end are for the FUEL and the plain jane is the Vacuum. Now I do have to say the one with the ARROW is out to the carb. So to test it out and make sure they did not put bolt the top on wrong. Normally the VACUUM and OUTPUT to Carb POINT THE SAME WAY.
So hook it up like you had it BUT take the hose off the carb and put it in a container and crank the motor over. Fuel should stream out pretty good, If it doesn't then switch the hose from the tank onto that one and see if fuel comes out of the other connector.
If neither causes fuel to come out then I would UNSCREW the TOP part with the VACUUM HOSE and ROTATE the whole thing and have the VACUUM connector part over by the CONNECTOR with the ARROW. Then connect the fuel to the lone connector and try the test again to see if fuel comes out of the one with the arrow on it.
What I am thinking is they put it together wrong Alleyoop
