Hi,
I have just resolved an electrical issue and was about to road test my scooter when I noticed the rear wheel would not turn. I have found that the rear brake lever arm is not returning after the brake lever is released and hence, the drum brakes are still applied. I have tried moving the arm back and forth to free it up to no avail and not so long ago I inspected the drum brake shoes which seemed ok. Unfortunately, I can not get the rear wheel off without using an impact wrench so I was wondering of anyone had any ideas before buying another part I may not need(I was considering buying a new cam)? What happened the last time you rode the scooter or did something to the back end? When was it rolling fine last?
This is a cable actuated brake line? I'm thinking something is jammed up in there.

I bought the scooter as a non-runner. The back wheel was always a bit stiff and was never free wheeling. I ended up removing the wheel, brake shoes, transmission cover, clutch bell, variator etc. Nothing seemed unusual to my novice eyes, but the cogs sat on the spindles seemed a little stiff to turn, even when they were just sat in the transmission cover in my hand and not attached to the scooter. I just put it down to how the bike was. I then decided to put everything back without removing the cam to inspect. I noticed today that the wheel would not turn and discovered the brake lever arm is stiff to move and hence the drum brake pads are stuck and stopping the wheel from turning. The only way to release the brake is to manually move the brake lever arm. Ideally I would just remove the wheel but last time I had to take the bike to a mechanic to use an impact wrench and it is a bit of a pain to go back to the mechanic(but I will do if I have to). I was wondering whether anyone had any ideas as my guess is that the cam has partially seized but I though moving it the lever arm back and forth would have loosened it. Any ideas would be appreciated

It was watching this video that gave me the idea that the cam has an issue. At 4:10 of the video he is easily moving the brake lever arm, there is no way that mine is moving that freely. I guess I will have to get the rear wheel off again and try to get the cam out and may be replace it or refurb it if possible

I just can't get the nut off. I don't have a big enough socket and a spanner didn't do the job and it was put on with a impact wrench before. I just need to get a bigger socket set and a breaker bar.

Sometimes there is just no substitute for power tools. Fortunately those times are far and few between.

With the right tool life would be so much easier. I will check back once I get the wheel off and update what is going on with the wheel. Thanks for the replies.

The cam actuation shaft may need lube where it passes through brake plate,,,and also check the return spring ,rarely but it has happened that the spring breaks
