i would start with inspecting the intake manifold and all the vacuum lines for cracks and/or leaks,,,

First verify there are no air leaks, you can use a spray bottle of water and spray around the carb area hoses and intake manifold IF WHEN SPRAYING the IDLE CHANGES YOU FOUND A LEAK. Also make sure the AIRBOX has no open outlets that a hose may have come off etc.. IF ALL IS GOOD THEN THE NEXT STEP IS ADJUST YOUR CARBS FUEL RATIO MIXTURE FOLLOW THE PROCEDURE IN THE LINK , print it out and have it handy as you do the adjustments. Follow this step by step procedure. Alleyoop scooterdoc.proboards.com/thread/1499/4ts-carb-tuning

Thanks for the input guys a little more history on this scooter. I bought it a few weeks ago and it ran flawless then one day it put me to pushing it home would start and idle but once you gave it gas it died. Ordered a new carb, petcock. filter installed them and it ran flawless again for about a month then one day after about 2 miles it acted like it wasn't getting fuel got it home. It started and ran like a champ for about a week then started all over again. Since Carb was replaced and it ran great for awhile don't think it is carb will check around the carb today with water and inspect everything to see what gives. Keep the input coming and many thanks

May have found the problem I don't have a vacuum gauge but I took a small bottle of gas and hooked it up to the out put side of the Air Cut off Valve and apply a small amount of pressure I get gas coming out around the small o ring seal. To test this can i bypass the air cut off valve by running a vacuum line direct from Carb vacuum to fuel cut off valve.

You sure you have everything connected right? New carb should not be leaking very rare that the ACV go bad especially since it also happened with the old carb.
Take some pictures of the CARB AREA. Alleyoop
