Ok Vacuum line is dry so we are back to adjusting the carb fuel mixture.

Right. Before I go into it, I'm wondering if you could explain this peculiar thing to me. I removed the oil dip stick to check the oil level, and when I removed it, some oil kind of overflowed/popped out. The oil also felt watery (the scooter had just been on for a few minutes). Next, the aroma of that oil was that of gas, and it was also very dark brown. I've since replaced with fresh oil. Could there have been gas mixed in with the oil somehow?
Next, I've followed the procedure you provided, and I was not able to get the RPMs to move up or down. There was a part however, where the RPMs did in fact go down, but went straight back up to the original position. In the end, I was left with, "...IT IS TIME TO CLEAN THE CARB".
The carburetor has been cleaned thoroughly - I'm not sure what step to take now.
Note: I should mention, the exhaust fumes are really potent even outside on the driveway.

With it not starting gas was not being burnt and contaminated the oil is all. Just change the oil when that happens BUT that happens if you have a scooter that is hard to start. Every time you crank it over gas is getting into the motor and if it does NOT FIRE and burn up the gas it goes into your oil.
ok does spray come out of the tiny outlets by the butterfly like in the picture? EXHAUST FUMES REALLY POTENT? SO that to me means it is running RIGHT? If so POTENT to me means it is to RICH TO MUCH FUEL. Please take some pictures of the Carb area and hoses.

WOW!! that is a brand new scoot!! Great, the hole on the right is from the ENRICHER that shoots out fuel only when starting it and it stops after about 3-5 minutes. The ENRICHER is the BLACK PIECE with the two wires going to it on the carb. It feeds EXTRA FUEL for COLD STARTS and shuts off the fuel after the motor starts and runs for about 3-5 minutes. Ok I see a couple of things. 1: The canister should have a VACUUM hose going to that TOP CONNECTOR. 2: The Carb is NOT pushed into the INTAKE MANIFOLD all the way you are probably loosing vacuum.

The intake manifold doesn't have another vacuum connector on the other side - I've seen some online that do, but mine doesn't.
Getting the carburetor all the way inside the intake manifold was always odd - I would push it in, but it would push right back out so I thought that was normal. I'll try disconnecting it and pushing it in further again.

You have to LOOSEN THE HOLD DOWN CLAMP then push it all the way in then tighten the clamp. Look at this carb and intake, the carbs have a little notch that fits into a slot in the intake manifold then you know it is all the way in. Alleyoop CLICK ON THE PICTURE TO SEE HOW IT SHOULD FIT.

Why would there be no vacuum line on that cannister? I don't see any loose lines around that area that could have fallen off. What is its purpose?
Should I be attempting to start it even when it won't catch? Would that not ruin anything in the process if it doesn't start? I did just start it after fitting the carburetor in correctly and it's still hard starting, and also smelling rich, I believe.

Did you buy this new or used? That intake manifold looks new did you get it or was it on there? But that CANISTER MUST HAVE A VACUUM HOSE ON IT.
OK do this Loosen the GAS CAP so the tank vents, it maybe because no VACUUM is on that canister to OPEN THE DIAPHRARM the gas is not flowing.

I bought this scooter virtually new from someone in a nearby neighborhood. There were very few miles on it. The intake manifold as far as I know has been on it since I purchased it.
I'll try loosening the gas cap today, letting it breath, and starting it up.

Ok, so here's the current status with this scooter. It does start after several tries on the electric ignition, along with some throttle. It does seem to idle ok. I loosened the gas cap but it didn't seem to do much in terms of starting it the very first time, and that bad exhaust smell is still pretty pungent. Hmm, I noticed something peculiar the other day while checking the scooter. Is the back end of the crankcase supposed to have this color that looks like it's been burned? I don't know how long this color's been here:

If that is burnt that is caused by extreme heat around that area. Check the tranny oil it may be low and or none existent. Also take the CVT cover off and check that area out.
If it needs some throttle to start that means the mixture of fuel to air is not right. When trying to start does it fire OR does it CRANK CRANK CRANK and then maybe fire??
If it cranks without firing STOP and take the plug out and see if it is WET OR DRY so we can find out if it lacks fuel or to much fuel.
