Ok, I had some time today to replace the gear and engine oil. The gear oil that was drained was surprising little, I believe I inserted more than was in there. I did as you suggested (hit starter 2 short times and check the spark plug) and I can tell you that there was in fact moisture on it.

Ok, I see. How can I make sure that any gas will not mix with the oil again while I'm attempting to resurrect this scooter?

Ok, you were quite right. I removed the oil dipstick and waited a little over 10 seconds while liquid poured into a container I'd set up. It did smell like gas mixed with oil.
I noticed something today as well. There is a broken gasket on the valve cover. Is there supposed to be a gasket (broken or not) on the exterior of the valve cover. I thought a gasket would be lining the inside...I will try to get photos of this today if necessary.

I always check the dipstick after filling and there was such a minuscule amount at the very tip of it. The oil had been completely drained from the scooter first, and the bottle of oil I had was nearly out. It only reached the very tip (barely) of the dipstick.

I was on level ground as far as I can tell, in a garage with the center stand on. I can definitely say I didn't overfill it either as there was a small amount of oil left in the bottle anyway. I was going to top it off earlier until this happened.
When using (kicking) the kickstart, does this turn the motor, hence allowing gas to mix with oil? Is this a standard, normal response? It's a bit aggravating to think that every time I go to start this scooter (and it fails), I'm going to have to change the oil, haha.

All the gasket material has been removed from the CVT cover, and it's completely clean now - It's been difficult getting the CVT cover back on though - but after doing so, I gave it a few kicks (just to check it's functionality which isn't feeling so normal right now). After kicking it a bit, I went to check the oil dipstick, and oil came pouring out of the hole and all over the ground.
This was fresh oil I just put in a day or two ago. Why does it keep coming out like this?

If it needs some throttle to start that means the mixture of fuel to air is not right. When trying to start does it fire OR does it CRANK CRANK CRANK and then maybe fire?? If it cranks without firing STOP and take the plug out and see if it is WET OR DRY so we can find out if it lacks fuel or to much fuel. Alleyoop Yes, when trying to start, it cranks and cranks without firing. The times that it does start by itself, without giving it throttle, it idles for a second, then shuts off. Only when giving it throttle does it actually start and starts the idling process. Also, it there a way to check if the gear oil is indeed low? I don't see any gauges around that lets me know. Right, I'll check up on those. I was just reading about gear oil - apparently GL-03 is obsolete? GL-03 is what this particular scooter requires. What gear oil would you recommend if I need to replace the oil?

Ok, so here's the current status with this scooter. It does start after several tries on the electric ignition, along with some throttle. It does seem to idle ok. I loosened the gas cap but it didn't seem to do much in terms of starting it the very first time, and that bad exhaust smell is still pretty pungent. Hmm, I noticed something peculiar the other day while checking the scooter. Is the back end of the crankcase supposed to have this color that looks like it's been burned? I don't know how long this color's been here:

I bought this scooter virtually new from someone in a nearby neighborhood. There were very few miles on it. The intake manifold as far as I know has been on it since I purchased it.
I'll try loosening the gas cap today, letting it breath, and starting it up.

Why would there be no vacuum line on that cannister? I don't see any loose lines around that area that could have fallen off. What is its purpose?
Should I be attempting to start it even when it won't catch? Would that not ruin anything in the process if it doesn't start? I did just start it after fitting the carburetor in correctly and it's still hard starting, and also smelling rich, I believe.

The intake manifold doesn't have another vacuum connector on the other side - I've seen some online that do, but mine doesn't.
Getting the carburetor all the way inside the intake manifold was always odd - I would push it in, but it would push right back out so I thought that was normal. I'll try disconnecting it and pushing it in further again.
