So Dan is that how things are wired up? The Green/white/yellow should match up and the other two as I wrote.

I would then say change the R/R. When you squeeze the brake you are allowing 12volts to flow FROM THE BATTERY.
So knowing that CHECK THE WHITE WIRE coming out of the R/R that is the lighting power wire. The Yellow is the power to the R/R from the Stator. Alleyoop

Sure start it up and see if power is coming out from the white wire, we now the red has power cause you already test that one which charges the battery.
So power from the stator if you unplug it the WHITE AND YELLOW should have power going to the R/R Then if so then check the output side of the R/R

I started the scoot, unplugged the connector from the stator and put the red lead from the meter to the yellow wire and the black lead to ground, how much voltage should I get at the connector?

The YELLOW AND WHITE should register at idle around 30VAC more if you rev it up. Alleyoop

Ok, here is what I found. When I unplug the connector from the stator I get very little ac voltage (2 or 3v) from the yellow or white wire. When I plug it back in I get 30v ac at the R/R from the yellow wire but very little from the white wire (2 or 3v)?

Here is how to test your stator and it has the same wires as yours. BUT from what you just said I would say your stator is bad. Alleyoop

I have finally completed my scooter and it is on the road!!After an air compressor and I'ma flywheel removal tool purchase, I pulled the stator off the old engine and the new engine and swapped them. Obviously it was a wiring problem, because as soon as I started it all was well on planet earth!! Alleyoop, I want to thank you for all your help as well as all the others who offered suggestions. Without you guys I probably would have given up but you kept me moving in the right direction. All hail scootdoc!!
