From the closed position turn it COUNTER CLOCKWISE 2.5 turns, but with 3.5 turns out it should get more than enough gas. So try to start it and if it DOES NOT FIRE after a couple of cranks TAKE THE PLUG OUT and see if the PLUG IS WET OR DRY. We need to find out if the motor is sucking in gas or not. Alleyoop

Well IF IT DID NOT FIRE AT LEAST ONCE that means no fuel is being sucked into motor.
Ok, so fuel gets to the carb BUT maybe not into the carbs bowl So Lets make sure the carb bowl is getting filled with fuel. Get a cup and put the CARBS BOWL DRAIN hose into the cup and open the drain so fuel comes out. Then you can even crank if over and fuel should keep on coming out from the drain meaning the carbs float is allowing fuel to fill it up. If no fuel in the carb bowl then the CARBS FUEL INLET IS CLOGGED.

You telling me it is a brand new carb and you CANNOT TAKE THE SCREWS OFF??? All your doing is loosening the DRAIN SCREW?? PICTURE OF THIS CARB you have so I can tell you what to do. Do you know how to loosen them? Put the right Philips size screw driver on the SCREW and Get a HAMMER or something heavy and give the top of the screwdriver a good WHACK, that will loosen the screw. HERE WATCH THIS VIDEO AND WATCH WHAT HE DOES TO LOOSEN THE SCREWS ABOUT 1:30 into the VIDEO. Which type drain is on your carb? PIC# 1: Drain Screw built into the Carb: PIC# 2: Drain Screw built into the END OF THE DRAIN HOSE:

After cranking like that take the plug out and see if it is WET or DRY because it did not FIRE ONCE. Then put the plug into the BOOT CAP and hold it on the VALVE COVER and crank it and see if the spark plug is sparking. THEN with the PLUG OUT stick your finger in the HOLE and hold it nice and snug then HOLD THE THROTTLE WIDE OPEN and crank it, if it has enough compression is should LIFT your finger off the hole. This will test THREE VERY IMPORTANT things that could be wrong. Alleyoop
